(2) funny enough this is my short yet shy lynx oc.
It really varies depending what you already have and like. I like looking through monster manuals for games for inspiration and interesting creatures.
Short and shy yet spunky, I do think a creature with horns might be a great suggestion. Medium size tail gives good versatility. dinosaur based would be a good direction, or at least reptile.
I am willing to talk but if you like but this is my suggestion!

Descrip: perhaps a snow leopard or a Persian cat! Long, fluffy tail, either bright blue or yellow eyes! Curly hair - if gone the snow leopard route, minimalistic spots with freckles along the muzzle bridge!

Idea:
-Natural browns and oranges with maybe some unnatural colours thrown in on the flesh or markings
-Large, flowy feline tail
-Short head hair, maybe a neutral haircut
-Slight curls
-Large fennic/caracal ears

Some species ideas:

-Maned wolf
-Fruit bat
-Combo of fruit bat/maned wolf
-Furred snake (Could have a combo of fur and scales)

2): for a short, spunky, and shy character: you could make it a female Shiba Inu that resmbles a kitsune since I rarely seen OCs that are Shiba inus. Her fur color would be white with red markings that would give it a "ancient japan"-like motif to her design while she'll have long pink hair which her bangs would cover one of her eyes to keep her as a shy but brave character. She'll have a curled tail, like shiba inus do.

I absolutely adore different types of cats, but you should definitely go with a lynx or a sabertooth cat! Their straight fur would be decently fluffy (some but not a lot), and it would stay floofy throughout most of their long tail. One of their ears would actually have a slight nick that'd fit in with their strong determination. Even through the poofy cheeks, they would still remain strong. Their main fur base would be a pure absence of color, white. Speckled across their back and their belly would be a dribble of brown dots. Across their face and arms would be a couple streaks of grey. This would help them blend in if needed as they tried to remain as quiet as the snow.

I think about a linx that has little cat ears short hair to the shoulders and a little fluffy tail (not like a point of fluff but a cute fluffy tail) deep purrple eyes and a strip of green hair.
