Coke dealing is remarkably illegal. There are coke dealers in this city. That doesn't mean the city is all for coke dealers, it means the city hasn't caught the coke dealers yet.

Trolls are going to troll. and as long as there are free e-mail services you can get throwaway accounts to be a culture-jamming jackass. It's not policy, it's the fact that time necessarily moves and that things cannot happen instantaneously and simultaneously. You could track those pictures and find a correlation between mod presence and deletion. Again, the city is not pro coke dealers. It's that they haven't found and removed the coke dealers yet. This is a fairly weak (but understandable from a frustration perspective) conspiracy theory bordering on sour grapes.

Nah, it's more akin to people who say "why don't you catch some real criminals," to the traffic cop who just pulled them over for a 'punishment pass'.
