If someone sells artwork to you, that is strictly a business transaction and should be treated as such.

Too bad. You know why? Because if an "artist" if they are actually honest, wouldn't ask you for this. A trustworthy artist accepts money either through proper payment procedures or through art trades.
Don't be a nincompoop. Pay properly, and avoid getting scammed!
