Two thoughts about this, from a furry perspective:
1) Furry cons have generally done a pretty good job at this; not perfect, and it varies from con to con, but they've been ahead of the SF/F community and light years ahead of the gamer community in recognizing the need for these policies to make conventions a safe place.

2) Online furry communities still have a ways to go. As recent events here on FA have demonstrated, we're still in Stage 2 at best.
