Hector has stated before he is a raving alcoholic. He's been that way for nearly 300 years now, and has the liver of a dragon merely to prolong his ability to continue his horrid lifestyle and even then he's managed to give it cirrosis. Hector doesn't eat, this entire diet is liquid, and more specifically, various alchoholic drinks.

Silver's breakdown is starting to reach unhealthy levels, and under stress he's suffering from a terrible case of insomnia. Doing this is stupid btw, 200 proof alcohol is toxic and is more or less a testament to just how high hector's tolerance is. Even giving a small amount to Silver to help him sleep proves to be too much for the poor guy.
Hector's starting to see Silver as a kind of protege, he's being careful but he's actually opening up to someone for a change.

I'm american too, I'm fairly certain we've done this already if only because someone in a lab somewhere with too much govt funding wanted to see if it was possible. At least that would be the most likely scenario. Look up war plan Red sometime. It's not a matter of if we think it's a good idea so much as thinking of every possible way to counter a threat.
