Horrible Christmas Presents - Water Wings
Even for an otter, inflatable water wings are entirely silly for anyone to wear. Makes me wonder if there would be inflatable items for tails too.

I'm not sure what you mean by "weighs heavier than water." That statement really doesn't make any sense. However, we're talking about a tail IN water. When a tail is in water, the tail has exactly the same mass as when it's out of water. The weight of any extra water mass that the hairs retain, either through direct absorption or capillary action (water trapped between hairs), only comes into play when the tail is lifted out of the water. In the water, the weight of the "wet" tail's trapped extra water mass is cancelled by the water surrounding it due to neutral bouyancy effects (the lifting force of the water surrounding the tail cancels the weight of the water in the tail.) While the wet tail may now have more effective mass due to trapped water, it's weight will actually be lighter. This is because the tail is now in a denser medium--water. Bouyancy effects come into play, actually making the tail lighter in weight (but not its mass) while in the water.
