I think it's not all that expensive in Mutants and Masterminds, but then again it's also not useful at all.

This is why you don't let people use all the expansion books. Nobody wants goblins casting Giant Size (Complete Arcane) on themselves!

Just use Grease and the problem should sort itself out pretty quickly.
