If this is typical AZ bureaucracy, I'm not at all surprised. All of AZ state government is highly corrupt, and corrupted. It was like that in the '60's and '70's when I lived there, and everything I read tells me nothing has changed. Add in all of the troubles along the border, which is also the habitat for the bighorn, and the outcome is obvious.

Arizona is one of those states. Ya know, the ones that make the rest of the country look bad. The ones that probably should've stuck with secession.

Actually California is because they try to impose their influence on others even when it don't even work in their own state or just rubber stamps something though without even looking at the real issue.....

Well, I say about of the tropical species of animals, I live in a dry tropical forest and thats the number of species that go to extinct in a time of 20 years.

6% extinction of any type of animal seems a bit high for humans seeing how the world had gone through several global extinctions before humans ever showed up resulting in the death of billions of species.

What I find interesting, is apparently the Bighorn in California are doing well, and actually expanding their new range. So what did Arizona do wrong here?
