You wanted to know why it sounds like Loading music. Loading music is usually an intermission time between action in the game, so the music is typically 'poco a poco'. In drama, it is better to have the dynamics of the music relate with the visual dynamics... in the case of a loading screen, this would be music that doesn't really move a person, it has small, gentle sounds.
This dynamic of small, gentle sounds is also typical in 'chill.' There is no build. Key signatures in major sound more 'happy' than key signatures in 'minor', which also gives some musical dynamics between the loading music and the other music when you're actually in the game. ... but then I don't really read about music theory very much.
One of your more recent posts than this post had a link to something similar: the album "Leaving Home" by Solar fields.

This brought me much relaxation after a hard day at work. I greatly appreciate it and will continue to listen, now if you don't mind... *drifts off into a cloud*
