EEP! STOP! RAPE! Actually, I figured that the fur was kinda like pants in a way, you know, kinda like in Ren and Stimpy where their fur was just one big body suit that covered everything except the eyes and mouth. Plus I thought him without a slight bulge would look a bit strange seeing as how he's more anthro than pokemon-ish.
