There are a few ways, assuming you're using Photoshop. The simplest would be:

Make new layer,
Alt-Del to fill with any colour (doesn't matter),
Filter -> Add Noise...,
Crank it up to 100%, Gaussian or Monochromatic depending on your taste; I used the former here,
Lower the opacity of that layer to like 3-5%,
Maybe change it to overlay or some other blending mode, play with it until you're happy.
