Starfly grew up in a small town similar to pony ville. Always having an interest in insects she was bullied by other ponies who were creeped out by her interest. Thus she kept to herself studying her interest further until she got tired of literally having no close friends.
Aching for friends she hid her interest, but this brought on a sort of hole in her life that wasn't satisfied. She wasn't aware of the hole it had caused until one night out when she shouldn't have lying in a field fireflies flew around her. Blinking like the stars in the night sky her interest was renewed better than ever. She realized it was far more than an interest. She wanted to make a career of it. This profound realization gave her cutiemark.

Ponyville is supposed to be the ultimate expression of Equestria's founding principles. There are slip-ups, sure, like with Zecora, who was unknowingly plagued by rumors, but she's accepted now that everypony knows the truth about her and there's no one there now who isn't accepted by somepony else. If Starfly is rejected by her peers for something known for certain about her, then her town can't be that close to Ponyville principle-wise.
