Sounds like a reasonable explanation, the park does host various events throughout the year. At the time I was there though there was no indication that there had just been an event, or would be one soon.

I'd assume it would've been a decent sized event them to have ATMs. Something like fourth of July Fireworks, Labor day gathering or other event

Definitely not fireworks, way too many trees and not nearly enough open space for them :P If I had to guess, I'd think there was some sort of stage show, there is a small outdoor stage in the park not too far from where those were, or possibly an outdoor art show, there are quite a few sculptures in this park and they regularly host outdoor art exhibitions/shows. This is actually the same place I took this picture, albeit in a different part of the park. Still, the location of the ATM's is quite perplexing, as it was literally in the middle of the park, I have no idea why they would be there instead of near one of the entrances, parking areas, or at one of the many pavilions... Almost makes me wonder if some artist set them up as some sort of surrealist pseudo-sculpture thing
