Exactly what it says on the tin.
Maybe an experimental design with super-dense artificial tissue covering the most vital components. It's able to regenerate extremely fast, so the rooms tend to get real bloody when someone is trying to shoot one down. The "jaw" is non-functional - just a leftover from the genetic soup that makes up the organic compenents. Like "Cat" and its kind's six(!) odd nipples (http://www.furaffinity.net/view/16748311/) it was something that didn't really affect statistics, and just wasn't cost-effective to get a team of scientists together to figure out how to get rid of it.

I see some folks saying this looks like something from DOOM, but to me it looks more like a Strogg from QUAKE. The bio-mechanical beings in DOOM are more demonic. Baddies in QUAKE are more rusty and amputated with rotted remains sowed to metal mechanisms such as this guy. :)
