In today's episode, the Master of Elfhame has to once again outwit those that would keep an eye on him. In the course of doing so, he finds out a few more interesting things. He also goes souvenir-collecting...as well as memory collecting. The day does take a twist toward the end, when Her Excellency the Ambassador has to meet a rather unexpected delegation...

A pup??? Impossible to resist! Though I fear healing all this huge crowd would drain the Wolf Queen's vitality.
There are lonely wolf mels in Elfhame who might be glad to adopt an orphan, should it come to that (and if the orphan can be gotten out of Eastness)...
The monarch is the personification of his realm, and vice-versa. In a magickal land such as Faerie, the problems in Eastness should be attributed to Alastair. In the Long Ago a population so wracked with disease and misery would have cleansed the Throne and chosen a new king. Royal privilege is balanced by royal obligation.

King Alastair may be able to show his Kingdom that he is active in attempting to solve the Problems of Eastness... Through retro-research. The harvesting of the dead and near-dead, autopsy, research, analysis (as shown by the mysterious file-card sorters).... perhaps even by means of unseelie magic? The energies of this study keep his reign alive, and inertia and fear keeps his government in power.
His reign appears to be focused on providing resources for these death-defying studies, and they can be presented to his subjects as altruistic goals. ("A recovering vitality raises all from their death-beds!")
I do get the feeling that most all of this King's analysis is cold & foggy, like the local climate: Directed at holding off wasting and death, rather than encouraging new life and growth.

Westerloe has found more fragments of information, The Wolf-Queen becomes alert to understanding what she symbolizes to this Kingdom.
And then a surprising swerve of attention: Representatives of the commons (unexpectedly calm) approach her to present a simple instinctive petition. And a symbol of the petition is allowed to come to the front....
We are reminded of a basic reality of the current Faerie Lands: The low rate of fertility and children. Within the tales that we have been reading, among the main characters, there have been some new families, complete with children. But this was presented as unusual, and regarded as a good omen. (And there have been accounts of more births, since, in Elfhame... perhaps marking a subtle change in the Faerie Lands.)
But here in Eastness, the population seems to be overwhelmed by disease, wasting, and death. And few births.
