This is Charlie, Charlie's (the female one) brother. He s Ruth's husband and the owner of the underwater welding company that the three of them work for.

He is an aquatic dragon. His wings are his gills as well was what he uses to propel himself through the water. His pudgy build provides insulation and buoyancy, as well as something for Ruth to poke and play with.
