You know what this is the first time I've read a TF apocalypse story (the start of one) that interested me and it doesn't involve sex. I'm actually interested that things were as safe as possible and still pretty fun. What I'm disappointed in is the kind of tail growths the commissioner wanted, it's not at all what I was expecting from a story that meant a lot of tail growths. But it's still fine in the end it was pretty fun TF story, novel. Yeah it's pretty long considering it's 67 pages at least the words aren't small.
Another thing I like to say is that the characters don't have the right the concept of willing, it's not a willing TF if you're brainwashing and changing them from the moment you're talking to them. The only one that was probably even considered willing was Aiko's TF into a Shen clone. That being said, I kinda like how the main character isn't into technology that much and was lost whenever people mentioned it to him. All in all that was a good TF story.

I like Shen too, I just thought it was strangely interesting how someone turns into him and is a much better fighter than him.

What I was expecting from tail growths was actually seeing them grow out of a person and not inside a person's pants and bursting out a near full length, despite the fact that's the "realistic" way of doing things for tails.

Call me old fashioned, but I like it better when the tails pop out from the pants and begin growing there, or more specifically grow out from the pants. I'll probably be okay if the victim pulled the pants down to see what's going on, but I think I like it better if the tail was the one that pulled it down with it's wiggling.
Also regarding your first reply, I'm guessing you haven't have someone comment about your story like that for a while haven't you? Though you should at least thank the guy who commented before me.

Okay, spoiler warning! Everyone dies.
Now that's out of the way… It's a good story, even if it took me a couple of days to read. The transformations were great, the characters were fairly decedent, and even the reasoning they present is pretty sound (even if I disagree some points they make).
The only problem it seems to have is in it's timing. Especially near the beginning, I wish we got to read about the rabbit and the pig transformations, but I'm okay that we missed it as it's all about the tails. But then again… with his mate… at one point he's like, "Okay, I'll leave her to enjoy her tail" the next minute he's like "I've just got to see her again, right now!" It's fine that he did, but it feels as he literally just left the room and he already misses her. Later on, it rushed through the teachers, but it wasn't nearly as bad. Jack felt the most fleshed out (of the teachers), but it's easy to see why that is. And with Foxfire… way too rushed. I mean you could have played with him a bit more… but that's just me.
I like it when people are getting their comeuppance… if you couldn't guess.
Although when it came to the Emperor, it felt as if the entire story moved back in time. I mean, I get the significance of getting the leader of all japan on your side, but today he's kind of like the Queen of England. No real political power, but when you're a freaking Fuku Ryu… stuff like politics don't matter that much. (Again, that's just a personal thing, like how "Ryu" was technically spelled wrong.) Can't wait to read more of your work in the future along with Zenzen.
(Also you missed rodents classes… despite technically… i'm more canid… bear related than dog or rat.)
