Beautifully on-model! (Which, ironically, he seldom was in the movie, but I digress.)
Fun fact: The original character design for the Sheriff was a goat, but the director decided he wanted to maintain the stereotype of casting wolves in villain roles. Even then, the first lupine design, while fat, was considerably shorter -- only slightly bigger than Robin, as you can see in this character lineup. (Truthfully, the Sheriff doesn't look very wolfish as Disney finished the character, what with the different nose from the other wolves among the guards. I suppose it's because, if you make the muzzle any shorter and blunter, a wolf this fat starts to look like a bear.)
