Yeah, even though I like capes, the short cape is an usual choice for me.
I guess for me the idea is that he's wearing a ceremonial get up when he is thrust into the adventure, so his short cape, and even the highly polished and flared armor. are a little too fancy for actual battle but he keeps them on for sentimental reasons.
