IMO best watch order would be:
- Series season one (GitS: Stand Alone Complex) - 26 episodes
- Series season two (GitS SAC: 2nd Gig) - 26 episodes
- First movie (GitS, 1995.)
- Second movie (GitS: Innocence)
- Third movie (GitS SAC: Stand Alone Society)

If you want to be introduced to the story quickly, watch first movie first and then the season one of the series. Story in the movies differ from the story in the series, but all the characters are there. English dubs are totally okay, perhaps better than the original audio.
