I would guess the G.H. would be in a constant state of "final design" "fixed again" "new design" "in progress". All those constantly fidgeting engineers making tweak after tweak. All those mice running around behind the walls. All those tiny little toolboxes... The reintroduction of sprockets to the federation's sliding door mag-lev system...
