I don't think it would be any more painful then a skin tattoo, considering wing membranes are just an extension of skin, small muscles, and veins. Not a whole lot different then skin anywhere else.

Actually i think it would be less painful than a lot of tattoos in other places. in my experience the more boney the area, the more painful they tend to be :x
