Heya guys! This is my second tutorial video for you, and on a Thursday too! I decided to use the commission I was working on for SSj4Raditz as my example for this particular effect.

You can make the effect more dreamy by increasing the opacity on the layer that has the Gaussian blur if you'd like, or do it how I do to keep it subtle. =)
