The license is literally what gives you the magic- there isn't magic TO be had without being licensed. Typically you can 'purchase' spells from your guild, which are the pre-written legaleze, or you can research it yourself and make 'em yourself, which carries the advantage of being able to exploit loopholes if you can find 'em.
First, how does magic work? And before anyone says 'it's magic it doesn't need to be explained' all the best fictions in the world have at least a basic idea how their magic works. Second, why is there a licence system in place? I mean, the only reason I can think of is if extensive use of magic, or at least using a number of different magics together, causes a backlash of some kind ala Warhammer/Dragon Age and their demon problem.

Basically, the idea with Deleasean magic, is it's a raw, reality-distorting force generated by a 'thing' they keep locked up- the power is then controlled and shaped via written laws- sort of like the way computer code can create programs, powered by electricity. Strict systems of licensing are written into the laws to control who can use that power- which is why one needs to be licensed to use it ^^
