Considering that there are elite guardians who are assigned specific problem cases, and that Eddy is more of less the "manager" of this district of guardians, he's probably one of the specal guardians assigned to help adults who have problems that need guardian help for but they shouldn't know about guardians because adults would freak out if they knew imaginary friends were a real thing. Seems like he's halfway between elites and normal guardians, others can see him (if he lets them) but only Jeff can talk to him.
That, or maybe he just hangs out the the most cynical per he can, who would regard a talking pet animal as "just another stupid thing in my life", so he can keep an eye on things.
Or maybe Jeff does know, is forced to keep the secret, and does all he can to just try and ignore the big blue dog who literally can't leave him alone.
Regardless I'm curious to see how Jeff's day plays out, I've been curious about what exactly that monkey's life has been like.

I'm also very curious to know more about Eddy. Seems like other adults simply ignore the two whenever they're talking and/or interacting with each other, or an ability that "blinds" the others to said interaction (like you had stated), and to them he's just sitting there eating lunch; whereas if a child interacts with their Guardian, everyone sees the interaction, but only one side of it and thinks that the child either A) is playing out having an imaginary friend, or B) could possibly be showing signs of a bit more severe mental disorder (which shouldn't start to show until someone is well into their 20's).
But I suppose only time will tell.
