I can imagine somebody trying to hustle me like "a SKIRT is not pants ha ha HA" but I wouldn't let them get away with it. And I let people get away with much nonsense, and I get hustled plenty on what I regretfully purchase, but this is my own personal weird rule and nobody else gets to tell me how it works. As far as I know.
Your seemingly favorite outfit theme of no pants has even giving me the ideal of making your plant girl a scifi armor suit that leaves a bear segment below the waist and above the knees. It'd still have connecting components and forcefeilds (like Lex Luther's war suit from Super Man but for both the face and lower body).
I had thought of going down a list of top anthro artists to make fanart of starting with RuDragon and McTranceFox who I'm guessing you heard of at least one of those two.

I think it would confuse people if bix was partially ursine but of course you are free to draw what you wish.
I have never felt spurred to draw planto in any sort of partial armor, because the nature of armor is that it necessarily obscures the form if it offers legitimate protection. And then anything not covered at all is obviously not protected. Although if we are making it up and using force-fields, I suppose there are no rules. And perhaps the legs can grow back.
While I would hate to impugn the honor of the noble clan McTranceFox but I must admit I have heretofore not been aware. The other one I have, but not taken prolonged notice of. If I may ask: what do you get out of drawing fanart? Do you personally enjoy it or do you hope to gain the favor of those whose works you honor? Or is another explanation applicable?

I guess the reason I drew those two fan art was partly out of fan boyishness. When RuDragon, who receives a sea of comments on everything he posts, takes a moment to respond to my offer of fan art I got ecstatic with the possibible slim chance of that great artist seeing something I drew for him.
When I drew his cute dragon, Ru, holding a railgun his reaction was interesting as he said " whoa boy, Ru that a gun. Definitely two things I'd not see together normally."
I guess it's a mix of both fun and wanting to be noticed by someone admerable.
In the case of McTranceFox on deviantart (he's got a different username here) it was his birthday and a few other people where drawing him gifts. He said thanks at least.
Also, on the topic of armor again, riot armor covers everything while typical body armor doesn't fall below the pants area. Typical troops hide behind cover and try to move quickly between cover so they're mostly concerned with getting shot in the arms chest and head. Bix wouldn't need riot armor.
