Actually that wasn't her dad, surprisingly, we saw from Dash's flashback. It's supposably her teacher who help taught her how to fly

Since when has Hasbro allowed foster parents officially in the show other then saturate recent shows with a ton of references to hide some of their poor decisions?

The word mentor is used to refer to anyone who is a positive, guiding influence in another (usually younger) person's life. Someone's biological mom and dad can be a mentor. Also-Princess Cadence is canonically Princess Celestia's adoptive niece.
