OK, well, since you asked:
He's not crossdressing. There was a story in one of the newer manga in which Lupin, Jigen, and Goemon all disguise themselves as women. Lupin as a schoolgirl, Goemon as a maid, and Jigen as a nurse.
Well, the Japanese fanbase reaaaaaaaaally liked this story. To the point where the fanart community started drawing Jigen AS a woman and calling him 'Ringo'. So technically, in this picture, he's all woman.
Not that it makes it any less weird, but HEY you asked.
