I can't quite remember, but it was something like this:
1. Added a white noise filter and lowered the opacity to somewhere between 5-15.
2. Added white lines, and lowered the opacity to 5-15.
3. Added red, green, and blue lines.
4. Multiplied the layer, and made some of the layers 50 opacity, and kept others at 100 opacity. :)
