It's a ghost pokemon who wants to be loved as much as PIkachu normally are, so it tries to disguise itself as a Pikachu by creating and wearing a costume.

I can understand people who dislike the concept, but I personally think it's cute :3

Actually, that's a pretty cool idea for a Pokemon. I just wish they made an alternate form of this pokemon based on what one looks like without the costume. But anyway, looks like I have another favorite for my list.
