Well, it's not like Daryl's parents are required to inform them of their desire to have a child. As it stands, transforming Daryl into a human would be legally shaky -- he was born as he is, and his shape is only indirectly the result of the Monster-izer. It will require them to explain this in a way the media can understand, however, and we all know how accurate the media are in general...
