I think of them more as "Clarke's Three Jokes", because (1) his "laws" aren't really fundamental rules of fiction (or science fiction), and more like generic story-telling tropes, and (2) I don't really find Clarke funny.
Even his "third law", which gets repeated most often, is heavily dependent upon the definitions of magic and its workings. Most importantly, it suggests that magic always has a purpose.
Also it's my birthday, whoo.
