Huh... I commented on this fact before, but just let me reiterate that I had his father pegged as being a member of Daryil's clan. The black sheep and all that. The idea that it was the core clan that was affiliated with him...
So, yeah. New theory. Richard is probably one of the few people born of that clan since Daryil's accession... which means they were rather shocked when they found out he was born with the wrong mark. He probably tries to avoid using magic since he doesn't want to accidentally tap into Daryil's power... though if he has wards similar to what Syd should have received, he shouldn't have to worry about that... hmmm...
