She's working as hard as she can to improve her lot, but she has trouble finding steady work. She also has a $1,000 loan at 300% interest to pay off each month, and she needs to save up three months rent on top of that before she can get off the streets. It's complicated. Obama instituted a Consumer Protection Bureau which was supposed to give guidance to banks on the maximum interest rate they can charge to consumers with poor credit. They never got around to doing it, so the banks are still waiting, and they're not lending to poor credit customers at all. So the poor have nowhere else to turn and have to borrow from check cashing places and the like, which are unregulated and free to charge 300% or more, with their small armies of harrassing collection agencies.
It was a terrible choice to have to make, but if J Riley didn't do it, she would have lost the broken truck she's sleeping in and wouldn't have had a warm place to sleep during the winter, which would likely have been fatal.
