To harness power, one must master it.
Once mastered, the gates are open to leadership.
As a leader, one must strive for more.
To become a Prime Magus and represent your home in Arcana, is the ultimate test, and ultimate honor. To do so, you must master your own magic from your own homeland and then, master another. This is difficult as most bodies can not handle the sheer amount of power without breaking down. After doing this, you must have knowledge of at least a third type of magic, and only then may you attempt to become a Prime Magus. To do so, you must face the current Magus in a clash of magic and if you win, you will become the Prime Magus, fail and you will most assuredly die.
As powerful as the Prime Magus are, wielding three of the 6 magic types, they all bow to the Arch Magus. Grand Leader and Most Powerful of all Magi. He/She wields all 6 magic types with a mastery unheard of by mortal means. He/She is ancient, hidden by mask and robes, their gender and history known only to the Prime Magus who elected them from their number. To stand before the Arch Magus is to stand before a God. A God who's power is always held in restraint, as they see themselves as negotiators, consolers, and diplomats.
Yet to not be fooled, it is a ruse to keep people at ease.
