I imagine in these kinds of magical duels taking place in other dimensions it's as much down to imagination, willpower and improvisation as it is to raw power and standard spells, and probably also the home ground advantage if one wizard has greater familiarity with that particular dimension. With Eternal looking rather triumphant and a little smug and not even slightly flustered it would seem he pulled off a flawless victory and possibly rather easily though this could have been more of a friendly or playful duel with nonlethal magic maybe just to see whom is the better wizard. Given Eternal's experience with bondage I suppose he's probably got a lot more of those types of spell, with this maybe one of the less complex though still strong and effective and that's all he needed.
Still maybe Eternal is a little overconfident and has forgotten something that he's known himself from his own bondage experiences, in that you shouldn't leave the tail unsecured. A raccoons tail maybe not be prehensile like a rat's but it is very bushy and if Eternal is maybe standing a little too close and the tail happened to brush against his foot, we've also seen how ticklish Eternal is. He might drop the magical lock, which while it probably wouldn't help the raccoon wizard in freeing himself might spoil Eternal's moment of triumph.
This is another very beautifully coloured piece, the magical effect in particular and a particularly adorable Eternal even if he is maybe a little smug here.
