It's pretty reminiscent of "blackface" from the past. Exaggerated features (wide, white eyes, big lips) were used to make black people (or, more commonly, white people playing black people) look clownish or silly, and to play up racial stereotypes of the period. The fact that this statue is wearing a cook uniform is also kinda dubious, given the whole slavery thing.
Now, that said, I don't think the people who owned this shop were racist at all; a lot of the offensiveness of the statue is specific to America and probably goes over the heads of the Japanese people who would see it. I just thought it was funny that they were probably oblivious to its implications.

Well yeah, I agree. Again, I don't think there was any racist intent to owning or displaying the statue given how few black people are even in Japan. I think I saw like two the whole time I was there, and one of those was also in my study abroad program (pretty sure the other was a tourist). I doubt the implications would be common knowledge there. If that statue were present in an American shop though it would probably be a different story.
Indeed, and to be clear I never thought that there was any malicious or racist intent in displaying this sculpture, it was just funny to me that the shop owner was likely ignorant of the implications haha.
If anything, I found the Japanese to be extremely welcoming to foreigners regardless of race <3
