He's certainly a handsome dragon and quite an interesting one, aquatic and it would appear furry and with the mane he reminds me of a kelpie. For the magic I'm guessing this could be a form of elemental magic, most likely hydromancy and maybe the visual effect of a water breathing spell, say one that forms a bubble of air around the recipients head to achieve it's effect. This dragon could be intending to dive down and go for a nice long underwater swim and has invited us to join him, with the water breathing spell ready so we could keep up with him and experience everything on the swim without the need to come back up for air.
