Well, I'd start off with common last names from Transylvania and Romania. Vladimir seems to be associated with those two countries.

I like Carpesio (car pa see o) for a last name. The 'a' is long.

And I'd go with shoulder for the tattoo personally.

I like him already. He has that Aristocratic Dracula flair that the classic vampires had, the ones that would come off as suave, sophisticated men who could charm a woman (Or man) into a daze that would allow them to give one HELL of a Hickey.

As for the Tattoo, I suggest arm. Such a simple design might look odd on the back, whereas on the Right upper arm, almost near the top, near the shoulder, would look rather simple and nice. Course, it's your choice, but that's my two-cents.
