If this is the sort of quality you're looking for from a straight bucket fill, you can do it in GIMP as I did. (Although, I'm sure just about anyone can do it better than I did, this was a rush job, for which I apologize)
What you need to do is when you make your selection with the wand tool, make sure to increase the threshold setting. Then, when you're ready to fill, choose the bucket tool, check the box 'Sample Merged' and increase the threshold setting there as well. The result should be what you're looking for.
You can also always make the end file smaller, which makes some of the blemishes go away as well.
I'm sorry if this post doesn't make as much sense, or be as helpful, as I intended it to. If you want, I can try to explain it again with either more detail, or in a more simplified manner.

Poke around there for a while. You might find something.
Finding an old copy of Photoshop might be good, too. Save some money avoiding the full version. You're a student. You can get student discounts on software, anyway.
