I'm telling you, that's why he's so damn stronk! It is cause he's compensating for having such a smol tail. He was probably picked on as a kitten by other felines and vowed if he couldn't have a bigger, longer tail that he would instead have the biggest, beefiest, stronkest muscles around. After a few weight lifting and working out montages with 80's music playing, he achieved his goal. Why else have you drawn him showing off and posing his beefy stronk floof body so much? :p
