Hmm, I dunno. The third and final aspect of the curse seems like it makes it an all-controlling thing. It's only not all-controlling if you do what it wants anyway. In that case, what's the difference from all-controlling? You don't even have the choice to resist and suffer consequences.
I propose that he's just trying to trick and humiliate them more, not actually make a point. Which is, of course, _perfectly in character_.

Okay, some of that exposition explains the Dragonborn's curse.....but does not work as well when applied to Pussywillow/Orgnar.
There was, obviously, a character developed at the moment of his transformation, the fact that he speaks as her midway through confirms this, but one could argue that Orgnar's expectation for the "character" were as much based on what he'd seen done to the Dragonborn as his own beliefs about the Khajiit race.
That is not the major difference between their curses though. That is the fact that he can, seemingly, either modify his character or take on another one entirely based on the thoughts and perceptions of those around him. The fact that Delphine can smack "Orgnar" back to himself points to this fact.
The solution then is obvious. Get Orgnar into some decent clothes, move to another location, and set him up a new identity. One that is respectful, normal, and may involve him with shacking up with some men without being considered a slut about it.

Or they shall stumble upon a talking dog that they, for some reason, insist on call Scooby Doo. From there, they shall travel the lands of Skyrim using brains, smarts, and general slutiness to solve mysteries!
Definitely one of those. Maybe all three? Or maybe a Flying troll will land on all of the, killing them all. "Shrugs"

And I imagine our inn-keeper cultist is now struggling with the truth that Pussywillow just might have a more lively existence than him.

Of course the hero of oblivion would turn into a troll I mean most of use did do stupid things just for the fuck of it COUGH"annoying fan"COUGH. On that note by that logic to break the curse all one needs to do is break that preconception about whatever they became. Honestly sounds like Sheogorath is just trying to educate in a very "fun" way.
The fourth panel in the third bubble is pretty much how I feel most mental changes when a guy turns into a girl and act all "girly." Simply put: it's not that, almost, all girls actually act the way these transformed guys are portraying them, it's that they believe that's what most girls "should" act like and the curse, or whatever the trigger is, is forcing them to behave on their supposed ideals about femininity. The same also applies whenever someone turns into an animal or part-animal. Animals are not THAT dumb and instinct driven to not tell the difference between friend or foe, or behave inappropriately around these people, it's the curse/trigger that was just hardwired to guaranteed make them act that way. So in a manner of speaking where in most TF Porn where the victim becomes a sex-crazed addict or become dumb, even the real animals or anthros would be weirded out by the victim's newfound behavior around them.
