As he's my "Huckleberry Hound" (meaning a character that I will try to fit into all kinds of settings), it should be no surprise to have him show up in a Star Trek inspired setting. Yes, the kilt is an acceptable option for 'Fleet uniforms -- Scotty wore one at least once.
