It's because of the pause when the foot hits the ground, get rid of that and it will do a lot to make it look more like a run, or at least a normal walk.
Right now you have the foot hit the ground and do a bit of a settle, when running (at least with feet like this, or sprinting with human feet) the heel end of the foot wouldn't complete a movement down like that until mid-stride.
Hope I'm not being annoying, but it often help to get other people opinions when animating.

Hmm, hard to say without seeing a version where the changes are made but those were the main issues I noticed. The only other thing I can think of now is, depending on how stylized you want the run, maybe just speed it up a bit. Even then though maybe just removing that pause might make it look fast enough.

Looks good, but can I suggest ooking at run cycles? or convincing one of your friend's to run on their toes as you record it? what also might help would have been showing more of the leg. Since a human feet are different than digi-grade feet. But I'm no expert, just trying to give some helpful suggestions. :3
Animation should be considered a science, as much as it is an art. If you don't know the theory, you don't know what you're doing.

First, it's not a good idea to start off on any part of a body. Animate the whole thing. Do so with simple shapes to keep the drawing to a minimum. You're not going to understand an apply the theory with just feet.
The main thing here is that there is no weight whatsoever. (Which is why you're seeing sneak.) Also, there is no interactivity with the ground or rest of the invisible body.
Also, these are feet, so the weight of the entire body must be balanced over them. You're not going to have that lift of part of the ball of the foot. (That looks more like it's front paws of a 4 legged animal running.
When you're able to use it, my library is there for you. (I also have my books from school that aren't on the shelf.) Follow the cat around too. I'll chase her for you. xD (Having an animal move for you works wonders. (Even if they are never very cooperative.)
