SO YES this is Cell! he's a cyborg from a not so far away future. i thINK he's a cop. Cell changes his looks regularly as far as colors go; nobody ever really stays the same for long where he's from (・ω・｀ )
and though he's from the future, Cell likes to dress in a pretty retro fashion!
he always wears bandages around his neck and horns, which are made of opal ᶘ ᵒᴥᵒᶅ
