Bendraqi's latest invention, the Weather Master 7500, gives him complete control of the weather. As a result, Wildcat City has its fifth straight brutal winter in a row, when all it wants is warmer weather that is nice and sunny.
Villains alluded to are Dr. Eggman and Lawrence Limburger; the former is owned by SEGA while the latter is owned by Rick Ungar, Brentwood Television Funnies, and everybody else who owns the rights.

Chuong: Luckily enough, Earth's infrastructure today is built for weather extremes like this. In the business district centers, skybridges allow us to get anywhere without ever having to go outside. In the suburbs, basements leads to emergency paths to the stations that also have elevators that can take people down to bomb shelters when needed. Bendraqi can try to manipulate the weather but sadly it's going to bite him back as karma.
Jack: Central business districts? We Americans call them downtown. You may not mind snow but with the Weather Master 7500, he can make it impossible for people to drive their own vehicles. This negatively affects those who need vehicles for their jobs like tradesmen with their trucks.
Chuong: I see. Personally, I'm not worried unless he's wrecking skybridges so workers can't leave their apartments to go to work. If he used the Weather Master 7500 to freeze Vietnam or Singapore, we'll simply find a way. Then again, everybody would on Earth these days.
