To be honest, that question could be answered either way, as both Type:Rock and Type:Ground have a lot of overlap in their utility. Both have the capacity to modify the terrain, both can be used with very similar matter. But when it comes down to how Ran manipulates them, it's really as simple as he says. Rock is for raw power, heavy lifting, while Ground is more subtle, able to shift the smallest element of the earth easily.
Rock can be used to stop (or cause, but don't you dare suggest he would) avalanches. Ground is subtle (and capable of Earthquake, let's be honest) and allows for much finer manipulation as demonstrated by the fact he's building a sandcastle with the power of his mind. Mundane utility, you could say.
Ran may be pretty terrible at the manly camping thing, but he'll always be very helpful friend!
