Okay then this will be a good question: you use the brushes that are already on CS3? I'm wanting to look into CS3 or CS4, which also has a RAW converter perk. (I'm turning into a serious photo nut) But I'd like to do art such as this too. NEVER as good as your work but I'd like to try it.
Sometimes I wonder if I'd be better with a software that has more bells/whistles, though Painter X has things I've never tried before. (I just have PS Elements 5.0 for PS)

If you want to do serious photo editting and "PS magic" and all that, full versions of Adobe Photoshop are ideal. Painter is very much for painting instead, rather than Photoshop which supports painting and such, but also has a variety of other powerful tools (there's a reason why it's used professional in the movie industry, magazine editting, photography, etc.)
