Most serpent tribes believe they are descendants of dragons, even though this couldn't be farther from the truth, so they fantacially worship them as living gods. Either they pledge themselves to a dragon that seeks them out or a tribe will seek out a dragon to serve, though this does not always end well as some dragons like to keep to themselves or either despise the serpents and attack them on sight.
Sometimes though a dragon kin is born among the serpents and these dragon kin enjoy a demi god status within their tribe and end up usurping leadership when they come of age. Any tribe that has one or more dragon kin among their numbers have high prestige and respect among other tribes, however sometimes there is so much envy that one tribe will attempt to destroy the other or steal away the half dragon from their tribe to raise their own status via these underhanded ways.
Heesh'Nha is one of these unfortunate half dragons abducted from her tribe, however before she arrived at her new queendom the raiding party was attacked by two other tribes looking to take her back to their tribe. Before that event she revelled in her status as self-proclaimed empress and her rule was strict but fair (or at least what she considered fair with her word being law.)
During the skirmish she got separated from her captors as her palanquin fell into the river and she ended up washed ashore days later far from the world she had known her entire life. To her this was just merely a setback and she would claim these new lands and it's people for her own and then she would make the tribes back home pay for her abduction, however she soon found out that in these lands dragon kin such as herself didn't enjoy god-like status and often were barely treated any better than a common monster.
Still, Heesh'Nha just decided to keep looking as she explored these lands for a place to belong and people to serve her, though her sense of entitlement has deminished a bit with facing constant rejection and hostility while having to fend for herself. Luckily she is able to defend herself well enough as a half dragon with the same natural defenses such as incredibly tough skin and scales, but also with electric powers inherited from her thunder dragon parent. She does have a bit of a problem controling these powers though, and sometimes her scales will spark with blue light, but this has been somewhat beneficial for fishing at least as she can simply stun the surrounding fish and pick them up by hand.
Currently she is traveling with a small group of kobolds as her servants and she seeks to start and grow her new empire with them, this means she has to occasionally deal with some of the locals but if she has one skill it's definitely persuasion and she has managed to turn her entitlement to good use when bartering for what few goods her small group of subjects can produce. Over time she has gained the trust and goodwill of the local villages who are grateful for the few extra supplies they can get from this odd kobold village and it's unusual leader, and while there is still some suspicion there is at least a somewhat uneasy truce allowing them to co-exist and trade.
