Leo the Tiger has a vast collection of various band and military uniforms from both Kriegland and the United States, and studying about these uniforms is one of his biggest hobbies. Here he wears a uniform identical to the ones worn by the members of the United States Military Academy (USMA) Band, including the drum and bugle musicians known as the Hellcats. However, this uniform was given to him as a thank-you gift from the USMA for his services, only making him an honorary Drumcat (as opposed to Tom the Patriotic Tiger's famous father, SSG Benjamin Wilder , who is an actual Drumcat.)
Here, Leo simply stands at parade rest (possibly posing for the camera).
